Researchers and educators hear a lot about the importance of experimental research, but experimental studies can seem like expensive efforts just to answer ?Did it work?? especially if it the answer is ?no.? Fortunately, because of the teachers who participated in one experimental study, we didn?t have to stop at no. We were able to go on and ask ?why didn?t it work?? and ?what can we study now?????
In 2006?2011, we evaluated a textbook-based professional development program in classroom assessment. The study featured an instrument designed to measure teachers? classroom assessment practices by systematically collecting and rating samples of student work. Teachers sent in four examples of anonymous, assessed student work that included their feedback and a cover sheet that asked them to describe the assignment and how it was assessed. While teachers in the treatment group increased their assessment knowledge and their use of student-involved assessment, student mathematics scores did not increase relative to the control group. Therefore, the answer to ?Did it work?? was ?mostly no.?
However, during the study, we heard spontaneous feedback from participating teachers that they wanted to see others? work samples. Some teachers mentioned that the assessment textbook presented few examples from mathematics, so although they felt they could apply the formative assessment techniques to language arts and social studies, it was more difficult with mathematics. They commented that peer review of mathematics assessments could be more effective and could sustain greater interest over time than studying a textbook. This feedback got us thinking about the next step?developing a new professional development program in formative assessment for middle school mathematics called AWSM (Assessment Work Sample Method). It is job-embedded, mathematics-specific, and features supportive peer review of authentic work samples. We?re just getting started with a pilot school now and are excited to see how the program develops.
We are always grateful to teachers who participate in our studies. Taking extra time to participate in data collection for research is only one of many ways that teachers demonstrate their commitment to the education profession. Researchers would know very little about education without the teachers everywhere who graciously allow us into their classrooms or fill out surveys and participate in? interviews. They also help us figure out what?s next when we?re searching for answers after an study.
If you?re a teacher or school administrator, have you participated in a research study? What was your experience with it? What makes you decide to participate?

MOSCOW (Reuters) - A Russian court's decision to hand two-year jail terms to punk band Pussy Riot for performing an anti-Kremlin song in Moscow's main cathedral prompted fury in the West and refocused attention on President Vladimir Putin's rights record.
But as a judge prepares to rule on Monday on an appeal filed by the three female jailed band members their legal team and their relatives hold out little hope that the sentences - which they believe were overly harsh - will be quashed or reduced.
"Such a decision is impossible," said Mark Feigin, a defense lawyer. "The courts are not independent and to imagine them making a decision based on the law would be a fantasy."
The case has damaged the Russian government's reputation in the West and raised awkward questions about its relationship with the Russian Orthodox Church, while the West's criticism has angered the Kremlin and irked many Russians who view the women as publicity-hungry provocateurs rather than freedom fighters.
The appeal ruling will have serious implications for the trio involved. Stanislav Samutsevich, father of Yekaterina Samutsevich, one of the three, never went for more than a month without seeing his only daughter before she was jailed.
In the seven months since she and the others were detained he has visited her in prison every other week and in court.
But if Monday's appeal fails to overturn the two-year jail sentence handed down to her and her two band mates for "hooliganism motivated by religious hatred" she will be sent to a distant prison colony and he will only be allowed rare visits.
He now spends his time surfing Internet forums to chat with other convict's relatives about prison conditions.
"When I last saw her on Friday, she complained about the lack of information. She was worried about how to react, about what will happen after the court," he told Reuters. "I was calming her down."
Opposition activists argue that the harsh sentences were personally ordered by Putin as part of a crackdown on dissent following his return to the presidency in May, an event foreshadowed by the biggest protests against the former KGB agent since he was first elected head of state in 2000.
Putin has repeatedly said he did not and will not interfere in the judicial process, though Prime Minister Dmitry Medvedev has said he thinks the trio should be released.
LENIENCY?
Some saw Medvedev's comments as a sign that the trio may receive leniency but political analysts say he has little power to influence the appeal, and other moves suggest the Kremlin is in no mood to allow the women's release.
It has a limited incentive to do so. Although the West has criticized the verdict, opinion polls showed a majority of people in mainly Orthodox Christian Russia opposed the Pussy Riot protest, though fewer wanted tough jail sentences.
Parliament expelled an opposition leader from parliament earlier this month and has pushed through laws raising fines for protesters, stiffening punishment for defamation and tightening controls over foreign-funded lobby groups since May.
Another bill under consideration in parliament, where Putin's United Russia has a majority, would institute jail terms of up to three years for offending religious feelings.
Andrei Isayev, a party deputy from the ruling United Russia party, in his radio program this month called the women's conviction "just and humane" punishment for a performance he likened to "dancing on the graves of believers' relatives."
Samutsevich, 30, Nadezhda Tolokonnikova, 22, and 24-year-old Maria Alyokhina were sentenced on August 17, six months after criticizing Putin's close ties with the Russian Orthodox Church in a "punk prayer".
The trial exposed Putin to international criticism because of doubts over the independence of the judiciary, and global celebrities including British musician Paul McCartney, a former Beatle, and U.S. pop singer Madonna, called for leniency.
A Church statement after the verdict indicated that the clergy would back a pardon or a reduced sentence, but that would have required the women to admit their guilt. They have not done so.
They say their protest, in brightly-colored balaclavas, tights and short skirts, was not intended to offend believers and was motivated by anger over Putin's growing closeness to Patriarch Kirill, the head of the Russian Orthodox Church.
Kirill has called Putin's rule a "miracle of God" and backed his presidential election campaign this year. Kirill dismissed criticism of his backing for the Kremlin on Friday, telling students that close ties between the church and state helped protect and develop society.
But the debate over whether the three women should have been jailed has deepened a split in society to a degree rarely seen since the Soviet Union collapsed in 1991.
Soon after their trial, a group that took responsibility for the desecration of four wooden crosses that were chopped up in Russia said it was a protest against Pussy Riot's jailing.
A group of ultra-religious opponents of Pussy Riot has started organizing vigilante patrols at night in Moscow because its members fear the state cannot protect church property.
The bill criminalizing insults to religious sentiment could tighten the bonds between Putin and the Orthodox Church.
"The law is being drafted to protect the process of the merging of the church and state," rights activist Valery Borshev said. "It will be selectively applied to those who speak out."

Facebook just launched a new version of its Messenger app for iOS. Messenger, the company?s stand-alone chat app, got a bit of a user interface refresh with this update, as well as a speed boost and official support for iOS 6 and the iPhone 5?s larger display. Today?s update comes just a bit more than a week after Facebook also launched an update to its Messenger app for Android and, for the most part, this update brings the iOS app?s design on par with the Android app.
The conversation view, for example, now uses chat bubbles, which make the app look more like a text messaging app like Apple?s own iMessage. The previous version, as our own Sarah Perez pointed out when she reviewed the Android update, looked more like your email inbox.
In addition, the iOS app now brings up a list of all of your friends who are currently online when you swipe to the left. From there, you can now also easily pin those friends you talk to the most to the top of your Favorites list.
One feature that?s missing from the iOS app, though, is the ability to text with your contacts from within Messenger. It?s worth noting, however, that only a few Android devices currently support this feature.
Here is the full changelog:
What?s New in Version 2.0
- Swipe left anywhere in the app to quickly see who?s available and send a message
- Add friends you message most to the top of your Favorites
- New design for conversations
- Improved speed and reliability
- Support for iOS 6 and iPhone 5
- Bug fixes

Facebook is the world?s largest social network, with over 845 million monthly active users. Facebook was founded by Mark Zuckerberg in February 2004, initially as an exclusive network for Harvard students. It was a huge hit: in 2 weeks, half of the schools in the Boston area began demanding a Facebook network. Zuckerberg immediately recruited his friends Dustin Moskovitz, Chris Hughes, and Eduardo Saverin to help build Facebook, and within four months, Facebook added 30 more college networks. Western secularism underlies the worldwide economic crisis and challenges the future of Ukraine, the head of the Ukrainian Catholic Church has told Canada?s bishops.
?The current economic crisis is merely the symptom of a much deeper spiritual and cultural crisis,? Archbishop Sviatoslav Shevchuk said at the annual plenary of the Canadian Conference of Catholic Bishops. ?As western society rejects old moral structures and values, it finds that its moral GPS has no fixed and stationary points of reference.?
Archbishop Shevchuk said the Church must find ?new courage? to proclaim the truth of the Gospel to contemporary society to provide ?an anchor and compass?.
?We live in societies where virtue and goodness are frequently a veneer for religious intolerance, personal gratification and moral decay,? he said. ?Secularism would like us to be closed in a little box of Sunday worship.?
The former Soviet Union used that approach to religion, he said.
?Separation of Church and state has become separation of faith values from society, yet our mission is to preach the word of God to all and to be a constant sign of God?s loving presence through social ministry,? he said. ?Let us not be afraid of the totalitarianism of political correctness and speak the truth regardless of whom we might offend, whether it is on same-sex marriage or on the genocide of abortion.?
He recalled that, under Communism, the Church witnessed ?in the catacombs? as well in in open defiance to the regime.
?So many martyrs and confessors have suffered for the faith in the last century. Let their example and witness be an inspiration for all of us,? Archbishop Shevchuk said.
Ukraine is experiencing social and economic challenges and has changed dramatically, even in the last five years, he said. The country seems ?torn between old influences and new attempts to integrate with the broader European community?.
Contemporary Ukrainian society mistrusts government, politicians and civil institutions, but the Church, especially the Ukrainian Catholic Church, ?holds great moral authority?.
?The majority of Ukrainian citizens do not identify with any of the existing churches, but have a hunger for God and are open to the missionary work of the Church,? he said. ?In such circumstances the experience of new evangelization, which we are gradually acquiring, may become a precious treasure, which we would hope to share with the entire Catholic Church.?
The Ukrainian Catholic Church is marking the 100th anniversary of the arrival of her first bishop in Canada. Archbishop Shevchuk had presided at Synod of Bishops for the worldwide Ukrainian Catholic Church in Winnipeg, and he thanked the Canadian Catholic bishops for their ?fraternal spirit of cooperation?.
?My brother bishops here in Canada speak highly of this body and greatly appreciate the support and understanding our Church receives throughout Canada,? he said. ?This is not the case in other parts of the world.?
?Today there are tens of thousands of migrant workers from Ukraine in several European countries,? he said. ?That is why it is so important for us to share in your Canadian experience worldwide, testifying that the presence of the Eastern churches, with their traditions and structures, is not a threat but a richness of the Catholic community, which is unity in diversity.?

OAK PARK HEIGHTS ? HOPE Adoption and Family Services new executive director aims to provide a future of growth to the locally based organization.
Nicole Deter Spader has worked in the non-profit sector for over 20 years, and started out at Pikes Peak Therapeutic Riding Center in Colorado. She?s looking forward to helping other families and children as she enters her new position.
?I really love that HOPE is about helping, finding and providing children with positive families and building strong families as well,? she said. ?I?ve been working with kids for 15 years and putting them into great families is important to me.?
Deter Spader said she knows HOPE is a solid organization because it?s been around for almost 35 years, but she also knows that there?s much more potential waiting to be tapped.
Deter Spader wants to grow HOPE and double its size and services offered, She would like to double the 45 children that are placed in homes every year within the next 18 months to two years as well as increase their work with more international programs. She expects HOPE?s new partnership with Haiti to increase tremendously. She also looks forward to continue the organization?s work with Minnesota and Wisconsin youth that need a place to go from foster care.
?Over the last few years, mainly due to the economy, adoption has dropped off a bit but it?s back on the rise and I hope that adoption will grow and we?ll develop a new mode of operation and create a new model to make it happen.? she said.
The challenges Deter Spader said she faces are similar to what most non-profits deal with: getting more bang for their buck.
?As an organization we have to find a way to do a better job of raising funds to keep fees low and making a difference for as many families as possible,? Deter Spader said.

(Reuters) - Jefferies & Co downgraded Hewlett-Packard Co
The world's largest personal computer maker has been struggling with shrinking PC sales as consumers opt for smartphones and tablets, tough economic conditions in Europe and slowing growth in China.
HP recently wrote down $13.9 billion in assets related to its purchase of Electronic Data Systems Corp.
Jefferies also said it expects HP to aggressively invest in the smartphone and tablet markets, which may be risky, and cut its price target on the company's stock to $14 from $17.
Shares of the company, which closed at $17.11 on the New York Stock Exchange, were down 1.4 percent at $16.87 in premarket trading on Thursday.
Recent comments from HP suggest it may be focusing on tablets and smartphones again, despite its botched acquisition of Palm, Jefferies analyst Peter Misek said in a note to clients.
"While the move makes sense strategically, we see it as a high risk move. On top of adding costs and working capital burdens to an already stressed balance sheet, there could be additional write-offs," Misek said.
Misek is a four-star rated analyst for the accuracy of his earnings estimates on HP, according to Thomson Reuters Starmine data.
He expects HP's services business, which provides outsourcing and support services, to decline as old service contracts of its AlphaServer product taper off in 2013 and inventory problems at its printer business to take several quarters to be resolved.

ST. LOUIS (AP) ? With a string of gold albums, a hit TV series and the signature "Moon River," Andy Williams was a voice of the 1960s, although not the '60s we usually hear about.
The singer known for his easy-listening style and his wholesome, middle-America appeal was the antithesis of the counterculture that gave rise to rock and roll.
"The old cliche says that if you can remember the 1960s, you weren't there," he once recalled. "Well, I was there all right, but my memory of them is blurred ? not by any drugs I took but by the relentless pace of the schedule I set myself."
Williams' plaintive tenor, boyish features and clean-cut demeanor helped him outlast many of the decade's rock stars and fellow crooners such as Frank Sinatra and Perry Como. He remained on the charts into the 1970s, hosting hugely popular Christmas television specials and becoming closely associated with the holiday standard "The Most Wonderful Time of the Year."
Williams, who continued to perform into his 80s at the Moon River Theatre he built in Branson, Mo., announced in November 2011 that he had been diagnosed with bladder cancer and vowed to return to performing the following year, his 75th in show business.
The 84-year-old entertainer died Tuesday night at his Branson home following a yearlong battle with the disease, his Los Angeles-based publicist, Paul Shefrin, said Wednesday.
Williams became a major star in 1956, the same year as Elvis Presley, with the Sinatra-like swing number "Canadian Sunset." For a time, he was pushed into such Presley imitations as "Lips of Wine" and the No. 1 smash "Butterfly."
But he mostly stuck to what he called his "natural style" and kept it up throughout his career. In 1970, when even Sinatra had temporarily retired, Williams was in the top 10 with the theme from "Love Story," the Oscar-winning tearjerker. He had 18 gold records and three platinum, was nominated for five Grammy awards and hosted the Grammy ceremonies for several years.
Movie songs became a specialty, including his signature "Moon River." The longing Johnny Mercer-Henry Mancini ballad was his most famous song, even though he never released it as a single because his record company feared such lines as "my huckleberry friend" were too confusing and old-fashioned for teens.
The song was first performed by Audrey Hepburn in the beloved 1961 film "Breakfast at Tiffany's," but Mancini thought "Moon River" ideal for Williams, who recorded it in "pretty much one take" and also sang it at the 1962 Academy Awards. Although "Moon River" was covered by countless artists and became a hit single for Jerry Butler, Williams made the song his personal brand. In fact, he insisted on it.
"When I hear anybody else sing it, it's all I can to do stop myself from shouting at the television screen, 'No! That's my song!'" Williams wrote in his 2009 memoir titled, fittingly, "Moon River and Me."
"The Andy Williams Show," which lasted in various formats through the 1960s and into 1971, won three Emmys and featured Williams alternately performing his stable of hits and bantering with guest stars.
It was on that show that Williams ? who launched his own career as part of an all-brother quartet ? introduced the world to another clean-cut act ? the original four singing Osmond Brothers of Utah. Their younger sibling Donny also made his debut on Williams' show, in 1963, when he was 6 years old. Four decades later, the Osmonds and Williams would find themselves in close proximity again, sharing Williams' theater in Branson.
Williams did book some rock and soul acts, including the Beach Boys, the Temptations and Smokey Robinson. On one show, in 1970, Williams sang "Heaven Help Us All" with Ray Charles, Mama Cass and a then-little known Elton John, a vision to Williams in his rhinestone glasses and black cape. But Williams liked him and his breakthrough hit "Your Song" enough to record it himself.
Williams' act was, apparently, not an act. The singer's unflappable manner on television and in concert was mirrored offstage.
"I guess I've never really been aggressive, although almost everybody else in show business fights and gouges and knees to get where they want to be," he once said. "My trouble is, I'm not constructed temperamentally along those lines."
His wholesome image endured one jarring interlude.
In 1976, his ex-wife, former Las Vegas showgirl Claudine Longet, shot and killed her lover, skiing champion Spider Sabich. The Rolling Stones mocked the tragedy in "Claudine," a song so pitiless that it wasn't released until decades later. Longet, who said it was an accident, spent only a week in jail. Williams stood by her. He escorted her to the courthouse, testified on her behalf and provided support for her and their children, Noelle, Christian and Robert.
Also in the 1970s, Williams was seen frequently in the company of Ethel Kennedy, Robert Kennedy's widow. The singer denied any romantic involvement.
He was born Howard Andrew Williams in Wall Lake, Iowa, on Dec. 3, 1927. In his memoir, Williams remembered himself as a shy boy who concealed his insecurity "behind a veneer of cheek and self-confidence."
Williams began performing with his older brothers Dick, Bob and Don in the local Presbyterian church choir. Their father, postal worker and insurance man Jay Emerson Williams, was the choirmaster and the force behind his children's career.
When Andy was 8, Williams' father arranged for the kids to have an audition on Des Moines radio station WHO's Iowa Barn Dance. They were initially turned down, but Jay Emerson Williams and the young quartet kept returning, and they were finally accepted. The show attracted attention from Chicago, Cincinnati and Hollywood. Another star at WHO was a young sportscaster named Ronald Reagan, who would later praise Williams as a "national treasure."
The brothers joined Bing Crosby in recording the hit "Swinging on a Star" in 1944 for Crosby's film "Going My Way," and Andy, barely a teenager, was picked to dub Lauren Bacall's voice on a song for the film "To Have and Have Not." His voice stayed in the film until the preview, when it was cut because it didn't sound like Bacall's.
Later the brothers worked with Kay Thompson of eventual "Eloise" fame, then a singer who had taken a position as vocal coach at MGM studios, working with Judy Garland, June Allyson and others. After three months of training, Thompson and the Williams Brothers broke in their show at the El Rancho Room in Las Vegas to a huge ovation. They drew rave reviews in New York, Los Angeles and across the nation, earning a peak of $25,000 a week.
Williams, analyzing their success, once said: "Somehow we managed to work up and sustain an almost unbearable pitch of speed and rhythm."
After five years, the three older brothers, who were starting their own families, had tired of the constant travel and left to pursue other careers.
Williams initially struggled as a solo act and was so broke at one point that he resorted to eating food intended for his two dogs.
"I had no money for food, so I ate it," he recalled in 2001, "and it actually was damned good."
A two-year TV stint on Steve Allen's "Tonight Show" and a contract with Cadence Records turned things around. Williams later formed his own label, Barnaby Records, which released music by the Everly Brothers, Ray Stevens and Jimmy Buffett.
Williams was a lifelong Republican who once accused President Obama of "following Marxist theory." But he acknowledged experimenting with LSD, opposed the Nixon administration's efforts in the 1970s to deport John Lennon and in 1968 was an energetic supporter of Robert Kennedy's presidential campaign. When Kennedy was assassinated in Los Angeles in June 1968, just after winning the California Democratic primary, Williams sang "The Battle Hymn of the Republic" at his funeral.
"We chose that song because he used it on the campaign trail," Williams later said of Kennedy, who had been a close friend. "He had a terrible voice, but he loved to sing that song. The only way I got through singing in church that day was by saying, 'This is my job. I can't let emotion get in the way of the song.' I really concentrated on not thinking about him."
After leaving TV, Williams headed back on the road, where his many Christmas shows and albums made him a huge draw during the holidays. One year in Des Moines, however, a snowstorm kept the customers away, and the band's equipment failed to reach Chicago in time for the next night's show. The musicians had to borrow instruments from a high school band.
"No more tours," Williams decreed.
He decided to settle in Branson, with its dozens of theaters featuring live music, comedy and magic acts.
When he arrived in 1992, the town was dominated by country music performers, but Williams changed that, building his classy, $13 million theater in the heart of the entertainment district and performing two shows a night, six days a week, nine months of the year. Only in recent years did he begin to cut back to one show a night.
Not surprisingly, his most popular time of the year was Christmas, although he acknowledged that not everyone in Hollywood accepted his move to the Midwest.
"The fact is most of my friends in L.A. still think I'm nuts for coming here," he told The Associated Press in 1998.
He and his second wife, the former Debbie Haas, divided their time between homes in Branson and Palm Springs, where he spent his leisure hours on the golf course when Branson's theaters were dark during the winter months following Christmas.
Retirement was not on his schedule. As he told the AP in 2001: "I'll keep going until I get to the point where I can't get out on stage."
Williams is survived by his wife, Debbie, and his three children, Robert, Noelle and Christian.

- ? ?An eighth grader has copped to vandalizing the campaign headquarters of Rep. Michael Grimm (R-NY), the Associated Press reports.
New York Police Department spokesperson Paul Browne told the AP on Tuesday that the teenager confessed to a guidance counselor that over the weekend he and a friend had broken a window at the Staten Island office. The teenager is expected to be charged as a juvenile with criminal mischief.
Grimm?s staff discovered the damage Sunday morning. In a statement that day, the campaign said chunks of cement and several smaller rocks were used to break three window panes. The statement also said that police believe the broken windows were ?a cover-up for the burglary in which the suspect corrupted and erased the hard-drive of the campaign computer server, which contains confidential campaign files and polling data.?
Grimm, a former FBI agent, spoke with the Staten Island Advance on Sunday night and emphasized that the incident was being taken very seriously.
?You know, especially in light of what happened with Gabby Giffords, we?re not in the world today where we can shrug things off,? Grimm told the Staten Island Advance. ?Violence is violence. Throwing large stones and concrete through the window is an act of violence, and we?ve got to take it seriously.?
He also released a statement, calling the incident ?an assault on democracy and the political process.?
?This is a disgraceful act of cowardice that is beneath the people I represent,? Grimm said. ?Here in Staten Island, we are a family community, which is why, despite our differences in opinions and political views, we have never seen an attack on a campaign escalate to this level. ? - -SNIP ? -

UNITED NATIONS (AP) ? Egypt's new President Mohammed Morsi assigned himself the heavyweight's role in the Middle East on Wednesday, declaring in his first speech to the United Nations that the civil war raging in Syria is the "tragedy of the age" and must be brought to an end.
In a wide-ranging address that touched on all major issues confronting the region, Morsi also decried Israeli settlement-building on territory Palestinians claim for a future state and condemned a film produced in the United States that denigrates Islam's Prophet Muhammad.
He urged all U.N. member nations to join in an effort to end what he called "the catastrophe in Syria" that pits the regime of Bashar Assad against opposition forces trying to end 40 years of dictatorship. More than 30,000 people have been killed in the 18-month conflict.
Morsi has called for Assad to step down and said Wednesday that "the bloodshed in Syria and the humanitarian crisis that has unfolded must be stopped."
Morsi, an Islamist and key member of the once-banned Muslim Brotherhood, opened his remarks to the U.N. General Assembly by celebrating himself as Egypt's first democratically elected leader who was swept into office after what he called a "great, peaceful revolution" that overthrew Hosni Mubarak.
He then quickly inserted himself into the thorniest issues in the Middle East, demanding that the United Nations grant membership to the Palestinians, with or without a peace agreement with Israel.
"The fruits of dignity and freedom must not remain far from the Palestinian people," he said, adding that it was "shameful" that U.N. resolutions are not enforced.
The Palestinians are expected to again ask for U.N. recognition and formally make application to the world body in November, after the U.S. presidential election. President Barack Obama said when the Palestinians sought recognition last year that Washington would block the move until there was a peace deal with Israel. The focus of Israeli-Palestinian negotiations, which have been on hold for four years, is a two-state solution that would formally grant the Palestinians the rights of an independent country.
In his bid to end the violence in Syria, Morsi has invited Turkey, Iran and Saudi Arabia to join a contact group, though the Saudis have not yet participated and the fighting in Syria continues unabated. While Morsi wants Assad to step aside, he said Wednesday that he opposes any foreign military intervention.
The U.N. Security Council, which could call for intervention or global sanctions against Syria, is deadlocked because Russia, Assad's main protector, and China have blocked a series of resolutions brought by Western governments.
Morsi also denounced as an obscenity the anti-Islam video that portrays the Prophet Muhammad as a womanizer, a child molester and a fraud, insisting that freedom of expression does not allow for attacks on any religion.
He also condemned the violence that swept Muslim countries last week in reaction to the video. At least 51 people were killed, including the U.S. ambassador to Libya and three other Americans targeted in an attack on the U.S. Consulate in Benghazi.
"Egypt respects freedom of expression. One that is not used to incite hatred against anyone. One that is not directed toward one specific religion or culture. A freedom of expression that tackles extremism and violence. Not the freedom of expression that deepens ignorance and disregards others," Morsi said.
He appeared to have been responding to Obama's General Assembly speech Tuesday in which the U.S. leader again condemned the video but sternly defended the U.S. Constitution's free speech guarantees.
In Cairo, Egyptians watched Morsi's speech closely for signs of how he would conduct his presidency. Abdel-Mohsen, a 31-year architect, praised Morsi's condemnation of the Assad regime, but questioned his assertions about free speech.
"How can he talk about freedom of expression when there are many protesters in detention in Egypt, including minors, and when people are locked up for the so-called contempt of religion?" she said.
The head of the Arab League, meanwhile, called for the international community to criminalize blasphemy, warning that insults to religion pose a serious threat to global peace and security.
Nabil Elaraby's comments to a special session of the U.N. Security Council put him at direct odds with the United States and its Western allies, which are resolutely opposed to restrictions on freedom of expression. However, Elaraby said that if the West has criminalized acts that result in bodily harm, it must also criminalize acts that cause "psychological and spiritual harm."
Earlier Wednesday, Iranian leader Mahmoud Ahmadinejad, known for past fiery denunciations of the United States and Israel, spoke at length about his vision for a new world order without the "hegemony of arrogance."
Of Israel, he cited what he termed the "continued threat by the uncivilized Zionists to resort to military action against our great nation."
The U.S. delegation boycotted Ahmadinejad's speech in response to the "paranoid theories and repulsive slurs against Israel" included in a separate address delivered by the Iranian president on Monday.
"It's particularly unfortunate that Mr. Ahmadinejad will have the platform of the U.N. General Assembly on Yom Kippur, which is why the United States has decided not to attend," Erin Pelton, spokeswoman for the U.S. Mission to the U.N., said in a statement.
Thousands of protesters in yellow vests emblazoned with photos of Iranian dissidents they said were killed by the Iranian regime gathered outside U.N. headquarters during the Iranian leader's speech. Speakers included former House Speaker Newt Gingrich, Rep. Carolyn Maloney, D-NY, and former Rep. Patrick Kennedy, D-R.I.
In his speech on Wednesday, Ahmadinejad did not refer to Iran's nuclear program. Israel and Western nations contend that Tehran is using what it insists is a peaceful nuclear program as a cover for developing the ability to build atomic weapons.
Tough sanctions have been imposed on Iran as punishment for its failure to cooperate with the U.N. nuclear watchdog agency to prove the peaceful nature of its drive to enrich uranium to levels that could be used to build a nuclear weapon.
Israel has threatened a military strike against Iranian nuclear installations, but Obama insists there is still time to solve the dispute through diplomacy. He has vowed, however, to stop Tehran from obtaining a nuclear arsenal.
Outside the U.N., Alex Mohammed, 40, a restaurant manager from Chicago, stood next to a mock jail cell with a noose next to it, and a cartoon of Ahmadinejad standing under a series of hanged Iranians' legs and the inscription: "We don't have political prisoners in Iran ? anymore."
"It's getting worse in Iran, because the dictator is taking away more freedoms, including freedom of speech, and jailing journalists," said Mohammed, who has family in Tehran.

ScienceDaily (Sep. 25, 2012) ? A global team of scientists, including a University of Mississippi physicist, has determined the best constraint on the mass of photons so far, using observations of super-massive black holes.
The research findings appear in the September issue of Physical Review Letters. "Black hole bombs and photon mass bounds" is co-authored by Emanuele Berti, UM assistant professor of physics and astronomy, along with fellow researchers Paolo Pani, Vitor Cardoso, Leonardo Gualtieri and Akihiro Ishibashi.
This paper details how the scientists, who work in Portugal, Italy, Japan and the U.S., found a way to use astrophysical observations to test a fundamental aspect of the Standard Model -- namely, that photons have no mass -- better than anyone before.
"The test works like this: if photons had a mass, they would trigger an instability that would spin down all black holes in the universe," Berti said. "But astronomers tell us that the gigantic, super-massive black holes at galactic centers are spinning, so this instability cannot be too strong.
"The mass of the photon, if it has a mass at all, must be extremely tiny."
"Ultralight photons with nonzero mass would produce a 'black hole bomb': a strong instability that would extract energy from the black hole very quickly," said Pani, the paper's lead author. "The very existence of such particles is constrained by the observation of spinning black holes. With this technique, we have succeeded in constraining the mass of the photon to unprecedented levels: the mass must be one hundred billion of billions times smaller than the present constraint on the neutrino mass, which is about two electron-volts."
The results of this study can be used to investigate the existence of new particles, such as those possibly contributing to the dark matter that is the subject of a search using the Large Hadron Collider at CERN in Geneva. CERN is the site where the breakthrough discovery of the Higgs boson was reported earlier this year.
"That discovery filled one of the most important gaps in our understanding of the standard model of particle physics, because it explains how particles get their mass," Gualtieri said. "However, not all particles have mass. Physics makes progress by testing every nook and cranny of our commonly accepted theories. So, if we believe that a particle has no mass, we'd better test this idea with precise experiments.
"Observations of super-massive black holes may provide new insights which are not accessible in laboratory experiments. This would certainly be exciting. Perhaps these new frontiers in astrophysics will give us a clearer understanding of the microscopic universe."
"Paolo, Vitor, Leonardo and I are all part of an IRSES Network on 'Numerical Relativity and High-Energy Physics' funded by the European Union," Berti said. "Paolo presented a talk on this work at the first meeting of our network that was held in Aveiro, Portugal in July. This network will be used in the next four years to strengthen our collaboration even further."
Pani, who received the Fubini Prize from the Italian National Institute of Nuclear Physics for the best Ph.D. thesis nationwide in 2011, is a post-doctoral researcher at Instituto Superior T?cnico in Lisbon, Portugal, supported by a European Marie Curie Fellowship.
"Paolo started working with us when he visited Ole Miss in 2007," Berti said. "We have been working together on this particular project since January 2012, and we have co-authored nine papers so far."
A post-doctorate researcher at UM before returning to his native Portugal, Cardoso is a professor at Instituto Superior Tecnico, where his group is supported by a prestigious European Research Council Starting Grant. Cardoso and Berti have published 37 papers together over the past decade.
"Gualtieri and I were both Ph.D. students under the supervision of Valeria Ferrari in Rome, Italy," Berti said. "We have also been collaborating for more than a decade. Leonardo is now a research professor ('ricercatore') in Rome."
Ishibashi works at the KEK Theory Center and at the Department of Physics of Kinki University in Japan, where physicists at the center are studying in great depth phenomena similar to the one described in the PRL paper.
This study was funded, in part, by National Science Foundation Grant No. PHY-0900735 and by CAREER Grant No. PHY-1055103.
