BRUSSELS (Reuters) ? The euro zone?s public debt crisis is not over despite calmer financial markets this year, the OECD said on Tuesday, with a warning that the bloc?s banks remain weak, debt levels are still rising and fiscal targets are far from assured.
As the euro zone heads into its second slump in just three years, the Organization for Economic Co-operation and Development (OECD) said the 17-nation area needed ambitious economic reforms and there could be no room for complacency.
?Market confidence in euro area sovereign debt is fragile,? the Paris-based economic think tank said in a report on the state of the euro zone?s health. ?The outlook for growth is unusually uncertain and depends critically on the resolution of the sovereign debt crisis,? it said.
In a departure from forecasts by the International Monetary Fund and the European Commission , the OECD sees 0.2 percent growth in the bloc in 2012, rather than an outright contraction.
While international economists are divided over just how deep any downturn will be this year, most agree that weak business confidence and budget austerity is eating into the purchasing power of European households, driving up unemployment and leaving Asian and U.S. demand holding the key to growth.
Two years into the euro zone?s sovereign debt saga, EU leaders? commitment to fiscal discipline and the European Central Bank ?s stimulus of 1 trillion euros to banks has cooled the panic in money markets late last year that drove Italian and Spanish bond yields to near unsustainable levels.
Euro zone government debt levels are likely to reach 91 percent of economic output next year, even as the bloc enacts some of the deepest austerity programs in half a century, and well above the European Union limits for a healthy economy.

The OECD, which tracks industrialized economies to promote growth, cautioned that deficit-cutting goals needed to strike a balance with what was realistic and politically possible, or the EU?s enforcement systems could lose credibility.
The euro zone must ?set out more credible and detailed medium-term budgetary plans?, the OECD said. The crisis may have increased policymakers? determination to impose austerity, but recessions this year in southern European countries may make it harder for euro zone leaders and the European Commission to impose sanctions on member states should they miss targets.
Spain?s Prime Minister Mariano Rajoy won a more relaxed 2012 deficit goal at a meeting of euro zone finance ministers earlier in March, but a looming recession will make even that a stretch.
Strengthening banks is also critical to any resolution of the crisis, while the bloc must agree a big enough financial firewall to stand behind the indebted economies of Italy and Spain, should they be cut off from markets, the OECD said.
Euro zone finance ministers are expected to address both issues at a meeting in Copenhagen on Friday. German Chancellor Angela Merkel signaled for the first time on Monday that she was prepared to consider boosting the firewall?s resources.
?Immediate action is required to ensure sufficient and large-scale availability of a firewall to stop the dynamics of runs against solvent sovereigns,? the OECD said.
OECD chief Angel Gurria has called for ?the mother of all firewalls? ? some 1 trillion euros ? but finance ministers look more likely to agree to a level nearer 700 billion euros.

Nicci King has her finger on the pulse of Middle School life, and she knows her students well. Nicci is Milton?s Middle School counselor. She began at Milton in 2005, and she responds to the needs of students, parents and colleagues as they try to understand adolescent behavior.
Nicci helped develop and co-teaches the 360? affective education class, a program that fosters empathy, respect and perseverance in our middle schoolers. It promotes the development of constructive communication, problem-solving and conflict-resolution skills. At the same time, it places great value on self-awareness and social responsibility. Nicci is a one-on-one counselor; she also provides day-to-day individual student assessment and crisis intervention.
In this article Nicci talks about the role of friendship in her students? lives.
Erin Hoodlet: What role does friendship play in the life of a middle schooler?
Nicci King: At this age, students are sorting out who they are through their relationships. They use friendship to try on different identities. Spending time with classmates who are into alternative, or pop, or country music is one way of trying on a different hat. This exploration is valuable for young people?it stokes different fires in them and helps them figure things out for themselves.
EH: Do you see the dynamics change from sixth to eighth grade?
NK: Sixth grade is a transition year, and those friendships may have more of a hierarchy of acceptance based on previous connections. Students are less willing to take social risks at that age, choosing instead to maintain familiar, comfortable connections. Students get past this as they get older.
In seventh grade students begin to branch out, but not all necessarily at the same time. Some students will stay with what?s familiar and some will want to stretch. Seventh graders are also starting to understand themselves and the world in a different way. Friendships begin to take the place of the parents? role.
Nicci King
Eighth graders are starting to pull back more from their parents, seeking more independence. They spend time with certain groups of friends when they?re feeling silly; they hang out with other groups when they?re feeling sophisticated. It?s nice for them to have a secure place within a distinct group, so they don?t feel pressure to be either silly or sophisticated. This social distinction can be the first real budding of identity through social connections.
Early in middle school, students are usually drawn to what?s familiar and what they know, so when they step beyond that comfort zone, it?s usually very purposeful. Around eighth grade, they make conscious decisions to explore, to take some social risks.
EH: Are the dynamics predictable?
NK: Teens are impulsive, and so are their moods. Their hormones have a natural fluctuation; thus, their likes, dislikes and emotions fluctuate daily. That?s reflected in their relationships. That?s also why their reactions, and investments in their relationships, can be so heightened.
As they begin to pull away from their parents, they can feel untethered, and they seek that grounded connection in their friendships. If a friend stops being supportive, or disagrees, or changes his mind about something, the student feels untethered, unsupported and insecure.
EH: How are girls and boys different, socially, at this age?
NK: Girls and boys are both going through a tumultuous time developmentally, and at this age they are often in different places in their social-emotional development. Generally, I see girls having more blatant and public emotional reactions than boys, and girls can appear more comfortable being emotionally expressive. Girls are actively invested in exploring and shaping each social connection at this age.
Boys tend to present as more ?stable? in their peer relationships. As adults, we may not see when a boy is upset or hurting. He might become quiet, sarcastic, act out behaviorally, or just play harder at sports. A herd mentality is often still present in middle school boys, and breaking from the pack to explore different social relationships can feel risky.
EH: What can adults do to help students navigate this landscape?
NK: Adolescents are so focused on the present and short-term future. What we see as an unmemorable bump in the road is hugely significant to them. It?s their reality. Often adults say, ?You won?t even remember this in a month,? but that?s not helpful, because it dismisses the strong emotional reaction the teen is having now. They live their lives so in the moment.
We want them to build resilience, problem-solving skills, confidence, and we can negate all of that by being dismissive.
Middle schoolers are looking for friendship, but they are also looking for adults other than their parents who can relate to them, validate them, know them, and look out for them.
EH: What role do social media and electronic communication play at this age?
NK: One of the effects of electronic communication is that students realize this false freedom of expressing themselves without having to deal with the physical and emotional reactions of the people they?re communicating with. These mediums give kids license to say things that are really out of character for them. Again, they?re trying on different identities and testing limits?personal, social, societal. Social networking can take a negative turn very quickly. People are typically much more careful with how they express themselves when they?re faced with the burden of watching someone?s face crumble, or seeing the immediate effects their words have.
This dynamic makes friendship more challenging for adolescents today, but I also think the community students can connect with online can be valuable. On the one hand, the 24-hour accessibility of texting and email and Facebook broadens the reach of bullies, extending beyond the school day. On the other hand, adolescents have broader access to other people dealing with the same things they?re dealing with. They might realize that they?re not alone in something, and that other people are dealing with what they?re going through as well.
For better or worse, this generation is charged with sorting out electronic communication and how it affects us. It?s hard for parents, because they can?t exactly relate to the experience. I think we?re all learning as we go.
EH: What do middle schoolers depend on from their friends?
NK: At this age, girls and boys count on their friends to validate who they are. Friends fill a void that develops as the students are pulling away from their parents, seeking independence but still needing to lean on someone, something. Friends are their support, advice-givers, touchstones. In middle school, what your friends think tends to be far more important than what your parents think.
Middle schoolers want to be seen as individuals, as part of groups, sometimes by what they enjoy. They don?t know who they are exactly, and they change every day, but they?ll remind you of how they?re changing??You know I actually don?t like that (music group, book genre, academic subject, television show) anymore.?
Of course, the students will likely say that none of this is true. They don?t want to be defined.

PARIS -- An autopsy on the body of Mohamed Merah, the suspect in the shooting spree in the city of Toulouse, shows he was hit by some 20 bullets, The Associated Press reported.
Judicial and police officials said Friday that a bullet wound to the left temple and another to the abdomen of Merah, 23, were fatal, the AP said. But the officials said he had 20 wounds, mainly to the arms and legs. The AP said the officials spoke on condition of anonymity because they are not authorized to discuss the case publicly.

Merah, who claimed al-Qaida ties, was suspected of kiling seven people in three attacks -- in fact, during a 32-hour standoff, he told negotiators that he was responsible, police said. He died Thursday in a gunfight with police who said they fired in self-defense.

An 88-year-old woman was strangled to death when her clothes got tangled in the treads of an escalator she was riding at the Long Island Rail Road station in Lindenhurst Tuesday, officials say.
"A preliminary investigation and autopsy concluded that the woman fell on the escalator, her clothing became entangled and she was asphyxiated," LIRR?spokesman Sam Zambuto said in a statement.
The victim was identified as Irene Bernatzky of Lindenhurst, whom neighbors described as healthy and sprightly for her age. She often walked to the train station from her house and frequently visited her daughter, who lives in Manhattan.
That's where she was headed Tuesday afternoon when she fell on the escalator, according to neighbors.
"Every day, we'd see her walking up and down the block," said neighbor Gerri Hewitt, describing Bernatzky as a "friendly" and "lovely" woman who knew all the neighborhood children's names.
Regular commuters at the Lindenhurst station told NBC?New York the escalator often seemed to be out of service and mentioned issues with the handrails, but LIRR?officials said Wednesday the escalator has been inspected monthly and is maintained in "good operating condition."

The escalator was installed 18 years ago, in 1994. While the service time for an escalator typically ranges from 20 to 25 years, this one was marked for an early replacement, according to Zambuto. The project fell through when budget cuts shifted the priority to even older escalators.?
The escalator remained out of service Wednesday, and MTA?police were continuing to investigate.

BEIRUT (AP) ? Syrian military forces have recaptured the northern rebel stronghold of Idlib along the border with Turkey, a major base that army defectors had held for months, a pro-government newspaper reported Tuesday. An international rights group said the army is mining the border with Turkey.
Fresh from a monthlong campaign that drove rebels out of another key base in central Homs, President Bashar Assad's forces launched a siege on the city of Idlib three days ago. The city had been under control of hundreds of fighters for the rebel Free Syrian Army.
There was no immediate confirmation of the report on Idlib and calls to the area were not going through. Witnesses said this week that army defectors in the city have been running out of ammunition.
Many feared the offensive in Idlib could end up like the regime's campaign against the rebel-held neighborhood of Baba Amr in the city of Homs. Troops besieged and shelled Baba Amr for almost a month before capturing it on March 1.
Also in northern Syria, the activist groups Local Coordination Committees and the Britain-based Syrian Observatory for Human Rights reported intense clashes between government troops and army defectors in the town of Maaret al-Numan, in Idlib province, on Sunday night.
The LCC said four civilians were killed in government forces shelling while the Observatory said 10 government troops were killed when their checkpoint was attacked by defectors.
In Geneva, the U.N. refugee agency said 230,000 Syrians have fled their homes since the uprising against Assad's regime began last year. The U.N. says more than 7,500 people have been killed in the past 12 months.
The U.N. High Commissioner for Refugees' coordinator for Syria says 30,000 people have already fled to Turkey, Lebanon and Jordan and "on a daily basis hundreds of people are still crossing into neighboring countries."
Panos Moumtzis told reporters in Geneva that according to the Syrian Arab Red Crescent at least 200,000 people are also displaced within the country. He said some 110,000 mostly Iraqi refugees living in Syria are meanwhile reporting increased hardship due to rising prices for basic goods.
Earlier this year, Assad's forces began a major military operation to retake rebel-held areas starting with an attack that recaptured several suburbs of the capital Damascus followed by the offensive in Homs. The operations in Idlib province, of which Idlib is the provincial capital, is the latest.
An amateur video posted online Tuesday but was said to be taken three days ago showed several army tanks from a distance in a major street around Idlib. An activist was heard saying tanks deploy around all parts of Idlib in preparation to storm it.
An international human rights group said Syrian troops have planted landmines along routes used by people fleeing the violence and trying to reach safety in neighboring Turkey. It called on Damascus to stop laying the banned weapons as they will hurt Syrians for years to come.
New York-based Human Rights Watch said the mines were planted in the past weeks. HRW, which says the report is based on accounts from witnesses and Syrian deminers, says the landmines have already caused civilian casualties.
"Any use of anti-personnel landmines is unconscionable," said Steve Goose, Arms Division director at Human Rights Watch. "There is absolutely no justification for the use of these indiscriminate weapons by any country, anywhere, for any purpose."
There was no immediate comment from Syrian officials on the report.
In November, a Syrian official and witnesses told The Associated Press that Syria planted landmines along parts of its border with Lebanon. The official at the time said the mines aim to prevent arms smuggling.
HRW quoted a former Syrian army deminer as saying that in early February, he visited the border town of Hasanieih and found landmines planted "between the fruit trees three meters (yards) from the border in two parallel lines, each approximately 500 meters (yards) long."
At the beginning of March, the deminer, together with his cousin and three volunteers, removed approximately 300 Russian-made PMN-2 anti-personnel mines from Hasanieih.
It also quoted a resident of the Syrian border town of Kherbet al-Joz as saying that for 20 days, until March 1, he saw some 50 soldiers accompanied by two large military vehicles putting landmines starting from Kherbet Al-Joz toward two other villages.
"There is a road right on the Turkish side, and they started 20 meters away from it," he said.
