POSITION SUMMARY As a member of the President?s Cabinet and the senior leadership team, the Vice President of Financial Affairs (VPFA) reports to the Senior Vice President (SVP) and is responsible for providing effective stewardship of the administrative and financial affairs of Utica College. In this regard, the VPFA is responsible for the oversight of financial operations, budgetary planning and control, compliance and reporting, and endowment and debt management. The VPFA also plays an integral role in the development and oversight of the College?s strategic direction/plan. In addition, the VPFA maintains a high level of expertise in all applicable financial functions in order to support the financial affairs team in carrying out its daily responsibilities to the institution.
The VPFA serves in an advisory and support capacity to the President, Provost, Vice Presidents and Deans on all financial and budgetary matters and will serve as the primary liaison to the Resources and Finance Committee, Audit Committee and the Investment Committee of the Board of Trustees.
MAJOR RESONSIBILITIES - Provides strategic leadership to the financial affairs organization. Oversees all financial affairs duties, including responsibility for preparation of the annual budget and management of the budget throughout the fiscal year. Having the primary responsibility for institutional liquidity, the VPFA oversees the accumulation of fund balances, debt management and cash flow monitoring and planning.
- Participates in the development and oversight of the College?s strategic plan and initiatives and provides significant input into high-level decisions that impact the business of the College.
- Proactively reviews and analyzes financial reports for trends and performance against goals and develops metrics and benchmarks to support such analysis. Meets with leadership as required to communicate trends, performance, make recommendations, and to set consensus goals.
- Responsible for the overall management of the College?s debt, development of a corporate debt policy, and to ensure compliance with debt covenants.
- Coordinates management of the College?s investments in conjunction with the College?s investment management consultants.
- Provides support for the Board of Trustees and relevant committees as required by the SVP.
- Develops and implements sound and compliant financial policies and procedures and communicates them as necessary to the college community. Ensures a strong internal control framework is in place to assure the proper use of institution assets.
- Routinely examines governmental regulations, investment and industry standards to ensure compliance.
- Ensures the College is adequately and appropriately insured and manages the insurance broker relationship.
- Develops and maintains effective process automation and decision management reporting for all assigned administrative data; encourages the exploration and expansion of system capabilities to improve reporting at all levels of the institution.
- Meets regularly with constituents to provide budgetary and operational information and related advice. Works collegially with other areas of the institution to share knowledge and ideas. Intercedes promptly on issue resolution.
- Ensures that College leadership and their designees are appropriately trained on any financial systems that are used in their daily work, such as budgeting and forecasting systems.
- Oversees the following departments within the Financial Affairs Division: Comptroller?s Office; Student Financial Services; Facilities Management and Planning; Environmental Health and Safety; and maintains dining services and bookstore vendor relationships.
- As requested, provides perspective to the President and his/her Cabinet regarding all institutional operations, new programs, financial viability, etc.
SUPERVISES The VPFA supervises all staff in the Office of Financial Affairs which includes the Comptroller?s Office, Student Financial Services, Facilities Management, Environmental Health and Safety, General Accounting, Purchasing/Accounts Payable, and is responsible for establishing and maintaining dining services and bookstore vendor relationships. In this supervisory capacity, the VPFA develops and monitors goals and objectives for staff and takes an active role in staff development by providing guidance, work improvement directives, and opportunities for staff growth and ensures that all staff performance is monitored.

EDUCATION AND EXPERIENCE A minimum of 10 years of financial affairs experience and 5 years of progressive management experience directly related to accounting and financial administration, budgetary planning and control, purchasing and general logistical management, as well as investment, debt and cash management, capital financing, and related business matters. Experience in a higher education setting and proficiency in Banner or similar administrative/information system is required. CPA and/or MBA is also required.
SPECIFIC SKILLS/ABILITIES - Proven leadership and staff development skills, particularly with a team of finance professionals. Ability to build a team by developing existing talent and articulating common goals.
- Ability to make sound decisions and recommendations that are in keeping with the College?s strategic goals and that are based on solid financial analysis and principles.
- Direct experience in implementing and managing accounting, financial management, budgetary planning and management, logistical management, physical plant and property management, administrative systems in a higher education environment.
- Strong analytical capabilities and technical skills and demonstrated knowledge of general accounting principles.
- Excellent communication and interpersonal skills and ability to adjust to changing environments are essential.
- Demonstrated experience with computer-based financial systems, analyses and related technology. Understands the role of technology in furthering the business and enthusiastically supports ongoing technology development.
- Extensive familiarity with applicable federal and state rules and regulations in the area of finance in higher education.
- In-depth knowledge of investment, cash management and capital financing principles and practices.
- Foresight and understanding in higher education issues, best practices and future trends to support the financial health of the institution.
- Ability to take a fiduciary perspective and assess financial risks, opportunities and strategies for the enterprise.
- Demonstrated ability to provide vigorous, creative and effective fiscal management.
- Experience and proficiency in communicating financial concepts and issues.
ESSENTIAL DUTIES (in accordance with ADA) The functions of the position are usually performed sitting but may require some amount of time standing. There may be a small amount of stooping, kneeling, bending, crouching, lifting, walking, carrying and other movements as required. Most tasks will involve working on a computer, keyboard, calculator, etc. which could involve extensive wrist and hand movement. The incumbent is required to be able to perform these movements without significant risk of injury to themselves or others, or to otherwise demonstrate or explain how they can perform the essential functions listed above. The incumbent must be able to work after hours and weekends as needed. Note: Management reserves the right to change or reassign job duties or combine positions at any time.
