POSITION SUMMARY As a member of the President?s Cabinet and the senior leadership team, the Vice President of Financial Affairs (VPFA) reports to the Senior Vice President (SVP) and is responsible for providing effective stewardship of the administrative and financial affairs of Utica College. In this regard, the VPFA is responsible for the oversight of financial operations, budgetary planning and control, compliance and reporting, and endowment and debt management. The VPFA also plays an integral role in the development and oversight of the College?s strategic direction/plan. In addition, the VPFA maintains a high level of expertise in all applicable financial functions in order to support the financial affairs team in carrying out its daily responsibilities to the institution.

The VPFA serves in an advisory and support capacity to the President, Provost, Vice Presidents and Deans on all financial and budgetary matters and will serve as the primary liaison to the Resources and Finance Committee, Audit Committee and the Investment Committee of the Board of Trustees.

MAJOR RESONSIBILITIES

  • Provides strategic leadership to the financial affairs organization. Oversees all financial affairs duties, including responsibility for preparation of the annual budget and management of the budget throughout the fiscal year. Having the primary responsibility for institutional liquidity, the VPFA oversees the accumulation of fund balances, debt management and cash flow monitoring and planning.
  • Participates in the development and oversight of the College?s strategic plan and initiatives and provides significant input into high-level decisions that impact the business of the College.
  • Proactively reviews and analyzes financial reports for trends and performance against goals and develops metrics and benchmarks to support such analysis. Meets with leadership as required to communicate trends, performance, make recommendations, and to set consensus goals.
  • Responsible for the overall management of the College?s debt, development of a corporate debt policy, and to ensure compliance with debt covenants.
  • Coordinates management of the College?s investments in conjunction with the College?s investment management consultants.
  • Provides support for the Board of Trustees and relevant committees as required by the SVP.
  • Develops and implements sound and compliant financial policies and procedures and communicates them as necessary to the college community. Ensures a strong internal control framework is in place to assure the proper use of institution assets.
  • Routinely examines governmental regulations, investment and industry standards to ensure compliance.
  • Ensures the College is adequately and appropriately insured and manages the insurance broker relationship.
  • Develops and maintains effective process automation and decision management reporting for all assigned administrative data; encourages the exploration and expansion of system capabilities to improve reporting at all levels of the institution.
  • Meets regularly with constituents to provide budgetary and operational information and related advice. Works collegially with other areas of the institution to share knowledge and ideas. Intercedes promptly on issue resolution.
  • Ensures that College leadership and their designees are appropriately trained on any financial systems that are used in their daily work, such as budgeting and forecasting systems.
  • Oversees the following departments within the Financial Affairs Division: Comptroller?s Office; Student Financial Services; Facilities Management and Planning; Environmental Health and Safety; and maintains dining services and bookstore vendor relationships.
  • As requested, provides perspective to the President and his/her Cabinet regarding all institutional operations, new programs, financial viability, etc.

SUPERVISES The VPFA supervises all staff in the Office of Financial Affairs which includes the Comptroller?s Office, Student Financial Services, Facilities Management, Environmental Health and Safety, General Accounting, Purchasing/Accounts Payable, and is responsible for establishing and maintaining dining services and bookstore vendor relationships. In this supervisory capacity, the VPFA develops and monitors goals and objectives for staff and takes an active role in staff development by providing guidance, work improvement directives, and opportunities for staff growth and ensures that all staff performance is monitored.


EDUCATION AND EXPERIENCE A minimum of 10 years of financial affairs experience and 5 years of progressive management experience directly related to accounting and financial administration, budgetary planning and control, purchasing and general logistical management, as well as investment, debt and cash management, capital financing, and related business matters. Experience in a higher education setting and proficiency in Banner or similar administrative/information system is required. CPA and/or MBA is also required.

SPECIFIC SKILLS/ABILITIES

  • Proven leadership and staff development skills, particularly with a team of finance professionals. Ability to build a team by developing existing talent and articulating common goals.
  • Ability to make sound decisions and recommendations that are in keeping with the College?s strategic goals and that are based on solid financial analysis and principles.
  • Direct experience in implementing and managing accounting, financial management, budgetary planning and management, logistical management, physical plant and property management, administrative systems in a higher education environment.
  • Strong analytical capabilities and technical skills and demonstrated knowledge of general accounting principles.
  • Excellent communication and interpersonal skills and ability to adjust to changing environments are essential.
  • Demonstrated experience with computer-based financial systems, analyses and related technology. Understands the role of technology in furthering the business and enthusiastically supports ongoing technology development.
  • Extensive familiarity with applicable federal and state rules and regulations in the area of finance in higher education.
  • In-depth knowledge of investment, cash management and capital financing principles and practices.
  • Foresight and understanding in higher education issues, best practices and future trends to support the financial health of the institution.
  • Ability to take a fiduciary perspective and assess financial risks, opportunities and strategies for the enterprise.
  • Demonstrated ability to provide vigorous, creative and effective fiscal management.
  • Experience and proficiency in communicating financial concepts and issues.

ESSENTIAL DUTIES (in accordance with ADA) The functions of the position are usually performed sitting but may require some amount of time standing. There may be a small amount of stooping, kneeling, bending, crouching, lifting, walking, carrying and other movements as required. Most tasks will involve working on a computer, keyboard, calculator, etc. which could involve extensive wrist and hand movement. The incumbent is required to be able to perform these movements without significant risk of injury to themselves or others, or to otherwise demonstrate or explain how they can perform the essential functions listed above. The incumbent must be able to work after hours and weekends as needed. Note: Management reserves the right to change or reassign job duties or combine positions at any time. Russia says West still considering military action on Iran

MOSCOW (Reuters) - Russia's deputy foreign minister said on Sunday that military action against Iran over its nuclear program was being considered in some Western countries.

Deputy Foreign Minister Sergei Ryabkov was speaking to reporters on a plane on his way back from the G8 summit in Camp David, where the G8 leaders signaled their readiness to tap into emergency oil stockpiles quickly this summer if tougher new sanctions on Iran threatened to strain supplies.

"It is one of many various signals coming from various sources that the military option is considered as realistic and possible," he said. "We are receiving signals, both through public and intelligence channels, that this option is now being reviewed in some capitals as more applicable in this situation".

"We are very worried about this. We do not want the region and the world to fall into...new divisions and bitter political arguments," he said.

Western countries suspect Iran's nuclear program is aimed at making a nuclear bomb, a charge Tehran denies.

A European Union embargo of Iranian crude takes effect in July and tough new U.S. sanctions come into force in late June. Iran's oil exports have fallen by more than a fifth this year.

Russia has adamantly urged Western nations not to attack Iran to neutralize its nuclear program, saying that threats would only encourage Tehran to develop such weapons.

Ryabkov dismissed suggestions that Russia, the world's biggest oil exporter, sought to keep tensions around Iran on the boil in order to benefit from higher global oil prices.

"It would be a simplification and possibly even a deliberate distortion of Moscow's position to believe that based on some wild, egoistic intentions, we want oil to cost $200 per barrel," Ryabkov said.

He said Russia wanted to keep oil prices stable at a level acceptable to consumers and suppliers. He said that any gains from the oil price spike would be short-lived.

A meeting between Iran and six world powers - Russia, China, the United States, Britain, France and Germany - is scheduled to take place in Baghdad on May 23.

Ryabkov said Russia had drafted a set of proposals for the Baghdad talks, saying negotiations needed to produce evidence of progress to the international community.

Proposals included suggested steps for Iran to restore international confidence as well as incentives on cooperation, said Ryabkov, adding that any followup round of talks should take place within weeks in order to maintain the momentum.

"Practical results are needed that can be shown to the international community as evidence that we are moving forward," Ryabkov said.

TENSIONS OVER SYRIA

Much like with Iran, Moscow has long urged Western powers not to intervene in Syria over bloodshed in which the United Nations says more than 9,000 people have been killed.

At a G8 summit in France in May 2011, Russia successfully managed to water down a statement on Syria removing calls for action against Syrian President Bashar al-Assad.

Ryabkov said that this time part of the G8 statement which concerns Syria, which called for a "political transition leading to a democratic plural political system", fully satisfied Russia.

"Anything that will be a product of the process of national reconciliation and dialogue will satisfy the Russian side. We are nobody's advocates in this process," he said.

Ryabkov said Assad's departure from power in a scenario similar to Yemeni President Ali Abdullah Saleh, who had been granted immunity from prosecution, was discussed at the G8 summit, but Russia opposed the idea.

Prostate cancer is a common diagnosis. In fact, it is the most common non-cutaneous malignancy diagnosed and the second leading cause of cancer death in men in the United States.1 Due to increasing life expectancies, this late-onset cancer has seen a marked increase in incidence over the last few decades. Despite its widespread and growing prevalence, little is understood about the actual causes of prostate cancer. The only known risk factors are family history, age, and race. Although African Americans have the highest rates of prostate cancer, the reason for this prevalence is unknown.1 Even more perplexing is the fact that that men living in Asia are much less likely to develop prostate cancer than those in the US or Western Europe. However, when Asian men move to western countries, their risk increases.2 These results indicate that prostate cancer risk is not simply the result of genetics and aging. Like many other cancers, environmental factors may be involved. Current prostate cancer research is investigating the role of dietary factors, chemical agents, cigarette smoke, and infectious agents like bacteria and viruses.

Most would be surprised to learn that a number of cancers have infectious origin, but the American Cancer Society reports that 20% of all cancers are triggered by infections. To name a few pairs: Hepatitis B virus and liver cancer, human papillomavirus (HPV) and cervical cancer, schistosomes and bladder cancer, and the ulcer-causing bacteria, Helicobacter pylori, and stomach cancer. Some microbes induce carcinogenesis by directly targeting and damaging DNA, like HPV does with cervical cancer. Others, like H. pylori in stomach cancer, trigger a chronic inflammatory immune response, which damages DNA over time.3 In many cases, discovering the infectious agents involved in cancers can be difficult because the cancer develops years or even decades after infection. Establishing these links requires time-intensive, large-scale epidemiological studies to select and confirm suspected infection candidates. H. pylori, for instance, was linked to stomach ulcers in 1980, but it took 10 years, 12 studies, and a grand total of 1128 cases and 3406 controls to confirm that infection with the bacteria was associated with an increased risk of stomach cancer.4

Although it can take many years to confirm a suspected relationship, uncovering a link between an infectious agent and cancer is of immense public health importance. Identification of the potential cause and effect facilitates preventive measures and early treatment. In the case of HPV and cervical cancer, the Gardasil vaccine is estimated to protect against 70% of cervical cancers.5 Likewise, the discovery that H. pylori increases stomach cancer risk 6-fold could be crucial to preventing stomach cancer by screening for and treating ulcers early with antibiotics.4 Similarly, schistosomes can be screened and treated with a round of anti-helminthic drugs to eliminate the parasite before the onset of bladder cancer. Knowing that a certain virus or bacteria may predict cancer later in life completely changes the picture; with such knowledge, cancer prevention becomes a very attainable goal. Dr. Jonathan Simons, president and CEO of the Prostate Cancer Foundation explains, ?discovering the pathogens that cause cancer has been transformational in reducing death and suffering and in generating entirely new prevention strategies.? The potential to significantly cut healthcare costs, save lives, and alleviate suffering is what makes this preventive research so worthwhile.

In the case of prostate cancer, many signs suggest an infectious agent may play a role in its pathogenesis. Mirroring the relationship between H. pylori and stomach cancer, an infection causing chronic inflammation may, over time, lead to prostate cancer. Several bacteria, viruses, and parasites have been observed to infect the prostate and generate an inflammatory response, and studies show that regular users of anti-inflammatory agents such as aspirin report a reduced risk of developing prostate cancer.1 Current evidence suggests that some unidentified infection occurs early in life and produces chronic, asymptomatic inflammation in the prostate, which after 20-30 years, leads to prostate cancer.1 Two microorganisms at the top of suspect list include the protozoan parasite, Trichomonas vaginalis, and the notoriously widespread and asymptomatic bacterial family of Mycoplasma.6,7 Both produce chronic, largely unrecognized infections. Interestingly, both infections are more prevalent in African Americans, perhaps explaining the mystery of race as a risk factor.6,7

Currently, no conclusive data exists revealing a strong association between a single microbe and prostate cancer. The time lag and symptomless nature of many prostate infections make confirming the role of an infectious agent a challenge. Additionally, research of the prostate is limited, and there is still much uncertainty about what constitutes the normal bacterial flora of the prostate. With this knowledge, it would be easier to pinpoint the agents that might be producing an inflammatory, cancerous effect.

Solidifying the link between an infectious agent and prostate cancer may not, however, be the sole answer.? There could be multiple microbes involved or a number of cofactors, such as dietary issues, that could interact to create the conditions necessary for prostate cancer. Despite the challenges, researchers remain optimistic. Simons calls this search ?one of the highest public health issues of our era.? Moving forward, he believes ?the obvious suspects are usually never responsible, and it will require innovation and discovery with new biotechnologies and insights from innovative young scientists to elucidate the microbe or microbes that are responsible.??With modern diagnostic technologies and growing interest in research on cancer and infection, a discovery may occur soon.

On Muni and Land Use ? bettermuni

Transit is an integral part of land use. That is why almost every environmental organization considers these issues together. However, the City of San Francisco mostly thinks of these issues separately. The Planning Department considers land use plus sometimes environmental aspects of transit. The SFMTA plans for transit and the County Transportation Authority plans transportation and transit. But nothing these agencies do is final and so transportation and land use finally come together at the Board of Supervisors. But, now the SFMTA is contemplating some new impacts on land use.

The SFMTA already has major impacts on land use: The provision and quality of transit service creates land values for property owners (an apartment house on Third Street is named for the nearby ?T? station) and more and more renters and owners are seeking convenience to transit. The SFMTA owns parking garages and lots which create values for nearby merchants and property owners. They will inherit a downtown hotel because they allowed a developer to use land that was formerly a bus terminal (We can only hope that this property will still be useful after 75 years. The Fairmont is over 100 years old and recently sold.) For years the SFMTA has collected Transit Impact Development Fees (TIDF) on new commercial property because they would have to provide transit service for workers and patrons that came to the property.

Now SFMTA and Planning are considering TIDF for new residential projects. This is an opportunity to consider the impact of fees on land use and transit service. Fees, if they are known before a property is sold, reduce the profits due to land appreciation that a current property owner might desire. If the fees are high enough this might delay the sale of the property. A new developer considering the purchase of property will decrease her offer to reflect the fees to be paid plus interest and profits. Also the dollar cost of the fee may impact the nature of the development. Even so the fee will have only limited impact on construction jobs or permanent employment, because something will be built. I suggest that the SFMTA consider imposing fees that are truly transit first.

By this I mean that Muni should consider that existing transit will find it easier to deal with a few more riders than a few more cars. Therefore the fee on new residential parking should be much higher than the fee on the residence itself. However this is illogical because the planning code generally requires that almost every residence constructed include some parking. A government can?t require something and then tax it (the real estate tax is an exception because it does tax the garage as well as the house). Therefore this new SFMTA venture into land use should include a request for a code change from minimum parking requirements to maximum allowable amounts of parking (hopefully low). A City wide zero requirement would be absolute transit first. However, this process should start by covering the sites discussed below and then expand to cover other dense areas and finally to new single family housing.

The SFMTA currently owns a number of small parcels used as parking lots. All of these lots are in strong commercial areas with good transit. These lots will be suitable for the construction of new residential units. Currently these lots do not produce any real estate tax (a portion of which provides Muni operating funds. A minimum analysis will show that the total annual parking meter fees collected on a lot is less the portion of real estate tax, on land, produced by a nearby lot used as residential. It should be easy for a developer to propose some mid-rise housing without parking and minimum loss of commercial parking due to structure and access requirements. Developers typically complain that the banks will not make loans on residences without parking or less parking. The question must be asked why does SF do business with banks that will not make loans on construction that is good for SF? The neighbors? concerns that new neighbors with no parking will take their currently vested parking spots can be mitigated by denying this particular address any residential parking permits. The need for jobs and housing should move these projects along.
